The purchase price on a developer brochure is not the total cost of acquiring and operating an off-plan unit in Dubai. Transfer fees, professional charges, ongoing service costs, and letting expenses accumulate from booking through ownership. The largest statutory cost at transfer is the Dubai Land Department fee, commonly quoted at four percent of the property sale value. For a AED 2,000,000 unit, that equals AED 80,000. Off-plan buyers may pay a portion at SPA registration and the balance at handover when title transfers, depending on how the developer structures registration.
